Job Description
Department 71A performs management tasks for Group 71 "Security." It coordinates tasks and prepares technical and legal assessments of security-related topics and issues. Other core tasks include networking and strategic exchange with cooperating authorities at the national and international levels. The department is responsible for fundamental work within the Federal Office for Migration and Refugees (BAMF) regarding exclusion criteria and the newly created " OSINT " (Open Source Intelligence) procedure.
Department 71B is responsible for operational cooperation with the federal and state security and law enforcement authorities and handles security-relevant cases in the asylum process. The department's goal is to ensure the early identification of individuals who may pose a threat to the Federal Republic of Germany. To this end, a multifaceted cooperation exists between the Federal Office and the federal and state security authorities. One key area of activity is the " AsylumKon " (asylum consultation procedure). Pursuant to Section 73 (1a) and (3a) of the Residence Act, this involves automated data comparison with various authorities, such as the Federal Criminal Police Office (BKA), Federal Police Office (BPOL), Federal Office for the Protection of Personal Data (BfV), Federal Intelligence Service (BND), Central Criminal Police Office (ZKA), and the Ministry of Defence (MAD).
We are looking for several clerks to strengthen our teams.
Your tasks
Depending on the specific operational department, you can expect the following activities:
- As a team member in Department 71A, you will conduct internet research in the area of Open Source Intelligence (OSINT) and coordinate research requests
- You will support quality assurance as well as the conceptual, strategic and technical development of the process, including testing and evaluation of relevant IT tools
- Your tasks also include the exchange with security authorities, the support and advice of OSINT officers in other organizational units of the BAMF as well as stakeholder monitoring for the security sector
- In addition, you will be responsible for the evaluation of national and international publications (e.g. report of the Federal Office for the Protection of the Constitution, police crime statistics) and the preparation of reports
- In Department 71B, you will review the facts submitted by the security authority for procedural relevance, be responsible for establishing identity and assigning the applicant to an asylum application, and decide, taking into account the asylum procedure file, on the initiation of immediate measures, such as the suspension of the asylum procedure until the processing is completed within the framework of the security check.
- Furthermore, you decide on the application for information from the Federal Central Register (BZR) at the Federal Office of Justice (BfJ), check the BZR extract sent by the BfJ for procedural relevance and decide on the forwarding
- If necessary, obtain further information on the current status of the ongoing investigation from police and law enforcement authorities and check the ability of the security authorities to pass on their findings in accordance with the Classified Information Directive
- You will also be responsible for answering inquiries from security and law enforcement authorities and providing statements on the current status of the asylum procedure
Your profile
- We are looking for applicants with a completed university degree (at least Bachelor's level), preferably in the fields of administrative science, law or political science, as well as economics, social sciences or psychology
- Alternatively, you have completed a specialist qualification in accordance with Section 38 of the Federal Administrative Court (Bundesverwaltungsordnung – BLV) for the higher non-technical administrative service in the general and internal administration of the federal government or a degree as an administrative specialist or the employee training course II or an equivalent diploma from a recognized university of cooperative education in the above-mentioned fields
- You can apply if you complete your studies within three months of the application deadline. Your final certificate must be submitted upon notification.
- Proven professional experience in public administration is an advantage
- Proven knowledge in the areas of asylum or immigration law, which you can demonstrate through relevant professional experience or study content, is beneficial
- Proven knowledge of the structures, responsibilities and workflows of police and security authorities is also desirable
- You confidently use your good oral and written expression in everyday internal and external communication
- The absolute confidentiality of sensitive internal data and information as well as the reliable handling of these is a matter of course for you
- The position requires the willingness to undertake occasional one- to multi-day business trips within Germany (approximately once a quarter)
- Since an extended security clearance (SÜ2) according to Section 9 SÜG is required to carry out the activity, you are willing to undergo this

- A permanent position in salary group 9c TV EntgO Bund
- Civil servants in the non-technical administrative service up to salary group A 12 are also eligible to apply. These civil servants are to be employed in the senior non-technical federal administrative service. Probationary civil servants in lower careers are not eligible to apply.
- If you are already employed in the public service, employment at the Federal Office is possible for civil servants and for employees covered by collective agreements with the Federal Government, initially by way of secondment with the aim of being transferred to the Federal Office. The civil service and collective agreement regulations apply in this case.

- A 24-month fixed-term appointment in pay group 9c TV EntgO Bund, in accordance with Section 14 (2) of the Part-Time and Fixed-Term Employment Act
