Job Description
FASTNL, the team responsible for tracking down fugitives, is looking for an enthusiastic OSINT specialist with the drive and IT skills to help us. As a digital OSINT specialist, you'll play a crucial role in the (inter)national search for fugitives.

What are you going to do?
As a digital OSINT (Open Source Intelligence) specialist, you'll search publicly accessible sources for information on fugitives. These could be people serving long-term sentences (TBS), convicts, or individuals wanted by foreign countries, our international partners. You'll combine data from various public and non-public sources and help the FASTNL team's investigators interpret the evidence. You're knowledgeable and proficient with the tools that can aid in the search for fugitives. You'll record your findings clearly and structured, translating them into tactical investigations in understandable language. You'll advise investigative teams, both solicited and unsolicited, on OSINT-based opportunities that can be exploited in their investigation. Your investigative work can be essential in a case. If you can't figure it out yourself, you don't mind, but you'll know how to find a colleague or agency in your network who can help you, brainstorm with you, and brainstorm with you. You never give up.
You'll explore new, innovative ways of working within the OSINT specialty. Consider, for example, the Hackathons organized by FASTNL as part of citizen participation. You'll maintain your professional knowledge and take the lead in ensuring that not only the team (primarily) but also the organization (secondarily) benefits from it. To this end, you'll attend OSINT training courses, maintain contact with other OSINT specialists, both within the unit and beyond, and with professional groups and knowledge networks, including the ENFAST network. Based on your expertise, you'll provide solicited and unsolicited advice and feedback to team leaders and your colleagues, with the goal of achieving the best possible results in tracking down fugitives.
Where are you going to work?
FASTNL falls under the Interventions & Specialist Investigations (DISO) domain of the National Investigation and Interventions Unit. FASTNL is a partnership between the police and the judiciary. The team is divided between two locations: Driebergen and Zwolle. You will be based at the Driebergen location. FASTNL is available 24/7. This means you may also be deployed on weekends and will need to be prepared for on-call duties.
Who are you?
You are a proactive and experienced OSINT expert with an entrepreneurial spirit. You communicate easily and fluently in a language understood by those around you. You also possess strong social skills and easily connect people and disciplines. You keep abreast of social, technological, and legal developments related to your field. Given the workflow FASTNL operates in, you can handle high workloads and switch quickly between investigations. A law enforcement background is a plus, but not required. It's about your skills and your passion for exploring open sources and locating individuals. You possess journalistic antennae, allowing you to navigate online to complete the puzzle and are not afraid to push boundaries. You are curious and creative, persistent, show initiative, and know how to find and utilize the knowledge of others to achieve the best possible results as quickly as possible. You work closely with your OSINT colleague at FASTNL's other location and provide optimal support to each other.
In addition you have:
- HBO (bachelor) work and thinking level*, for example in the direction of media, ICT, safety science or journalism with (preferably) an active role in the OSINT community;
- a feeling for distilling information from open sources and you are willing to follow training for this;
- excellent knowledge of the (underlying) technology of the internet and a demonstrably high level of online security awareness.
What we offer
The location is Driebergen. This is a 36-hour per week position, scale 9 Bbp.
Depending on your background, you will follow a 14-week training program at the Police Academy for specific employability (36 hours per week), possibly followed by an additional training program required for the position. During this training program, you will receive the salary agreed upon with you. Successful completion of the mandatory assessment is a prerequisite for starting the training program. Completing the training program is a requirement for performing this role.

During the internal, specialized police training program, you will be temporarily appointed as a trainee officer. After completing the training, we will offer you a temporary position with a one-year probationary period. A permanent position will follow as soon as possible after this probationary period.
Within the police force, we invest in your future. We offer extensive development opportunities and an attractive benefits package. This includes:
- a gross monthly salary of at least €3,201 and a maximum of €5,156 (scale 9 Bbp) based on a 36-hour working week;
- an Individual Choice Budget (IKB) consisting of two parts:
- A gross portion of 17.86% of your salary. This budget allows you to customize some of your employment benefits. Consider, for example, paying out your budget, purchasing vacation hours, or participating in development activities like training.
- A net portion of €377 per year. You can use this budget for sustainability goals, union dues, and vitality initiatives, for example.
