Job description
The West Palatinate Police Headquarters, headquartered in Kaiserslautern, is one of six police headquarters in Rhineland-Palatinate, responsible for the safety of the people in the city and district of Kaiserslautern, the cities of Pirmasens and Zweibrücken, as well as the districts of Südwestpfalz, Kusel, the western part of the Donnersberg district, and the southern part of the Nahe-Glan collective municipality in the Bad Kreuznach district. The authority currently employs approximately 1,250 staff members.

The following permanent position is available in the Command and Situation Center at the Kaiserslautern location:
Clerk (m/f/d) for operational support through open source intelligence (OSINT)
(E9b/E10 TV-L depending on the requirements,
full-time, currently corresponds to 39 hours/week)
Job description:
- Monitoring, controlling and requests of OSINT (Open Source Intelligence) through research in public and digital big data using OSINT for mission-relevant content in the form of posts, pics, reels, reports, video and audio through the use of analysis and evaluation tools as well as emergency requests to providers
- Information evaluation through analysis and evaluation of the obtained content and comparison of the obtained content with the information from official databases and current operations
- Information sharing
- Proper use of tools for editing, preparing and documenting researched content and dissemination in accordance with existing regulations
- Preventive monitoring through constant review of the telemedia/social media community for content of particular importance and/or public impact for the police (in close consultation with internal and external network units) and documentation of the relevant content
- Account/Content Creator and Management (creation and maintenance of web and social media accounts; support in the conceptual development of Big Data research, including software solutions; networking in the field of OSINT)
- Support of police leadership in police operations, particularly through monitoring operations using the operations control system and digital radio, as well as implementation of operational support measures; visualization of situation information; implementation of alerting measures; support of the police operations commander in the area of information management; data research in internal data systems

Educational qualification
- Completed university degree (Bachelor or equivalent degree) in computer science or comparable IT-related courses, or in the fields of communications engineering, information technology, data science or a comparable field of study
- or completed vocational training as an IT specialist (m/f/d) for system integration, specialist (m/f/d) for media and information services (focus on information documentation), assistant (m/f/d) for technical communication and documentation
- or completed vocational training in an administrative profession (administrative assistant (m/f/d) or comparable)
Requirements
- Further training as an information broker or social media manager would be desirable.
- Experience in dealing with open source intelligence (OSINT)
- Experience in office management – confident handling of the necessary IT applications
- Experience with analysis and monitoring tools as well as in dealing with big data research
- Very good oral and written communication skills in German and English (at least C1)
- Good comprehension, a high degree of initiative and creativity, analytical thinking and judgment, a high sense of responsibility
and willingness to take responsibility, resilience, organizational skills and independence, ability to cooperate and work in a team - Willingness to undertake further training with regard to mastery of special software
- Unrestricted suitability and willingness to work shifts

Employees without a degree in information technology are initially assigned to pay group 9b TV-L, depending on their personal qualifications.
