We are looking for a senior information manager within the Intelligence & Security department. You will be involved in analyzing the new information provision (IV) and ICT needs in the field of OSINT. You will work together with colleagues from Change and Run, draw up improvement proposals for this and process this in project proposals (preliminary phase for projects) and contribute to the preparation of roadmaps. This is to give shape and direction to a coherent IT, in support of the OSINT-related processes within the entire Defense organization. You are involved in a project from start to finish, depending on your commitment. The assignments are diverse in nature in terms of content. For this reason, it is important that you, as an experienced senior information manager, have the necessary years of experience to be able to work independently, in a team and flexibly. Affinity as an information manager with data environments and data analysis tools is a plus.
What are you doing in summary? Collecting and analyzing user needs. Preparing, drawing up and supervising project maps and project proposals. Advising in the realization and implementation phase within various (project) teams. Organizing and leading meetings and obtaining the necessary information from them in a positive and connecting manner.
What do we expect from you? You are responsible for drawing up and evaluating project proposals. You maintain close contact with your stakeholders within all OPCO (Operational Commands). You collaborate with your information manager colleagues from the PLAN&BITA section of the COC2/I&V department on the field of information management. You share your knowledge and help the section to make a qualitative improvement in terms of professionalization. You advise and assist medior and junior information managers from the team. You have strong communication skills and can easily make contact with stakeholders (internal and external) at various organizational levels and with the business. You naturally take the initiative for substantive coordination. You know how to recognize politically sensitive situations and deal with them. Together with the multidisciplinary team, you ensure a technical solution that can be successfully rolled out within Defense. You are environmentally aware and can deal well with different interests. The COC2/I&V department is currently in a reorganization and the work is changing. This is a movement towards more Agile/Scrum working. This requires a lot of flexibility and commitment from employees to deal with this well.
Background assignment
You fulfill the full role of an experienced medior information manager within the Intelligence subdomain of the Civil Operational Command & Control department - Intelligence and Security (COC2-I&V) of the Joint Information Provision Command (JIVC). The work consists of translating the customer's needs into an IT solution based on the enterprise architecture and other defense standards and guidelines. This involves adapting existing IT systems and, if necessary, delivering new IT solutions and services. You work together with multidisciplinary DevOps teams (in formation) within one or more value streams of the subdomain.
You work closely with the other information managers of the subdomain in an Agile manner. In addition, you participate in the information management department of the COC2 department, in which you share knowledge and expertise with other (hired, temporary and permanent) colleagues.
The requirements
* Candidate has at least 3 years of demonstrable work experience as an information manager within an IT environment at a senior level.
* Candidate has at least an HBO diploma or several years of demonstrable work experience (HBO level) in the field of information management.
* Candidate must have at least Prince2 and Safe certification.
* Candidate has at least 3 years of demonstrable work experience as a Senior Information Manager (HBO level) (3 years)
* Candidate has at least 3 years of demonstrable work experience in developing and drafting project proposals (3 years)
* Candidate has at least 3 years of demonstrable work experience with clients; this can be either in the role of client or working for a client (3 years)
The wishes
* Candidate preferably has 1 year of demonstrable work experience with OSINT IT systems, solutions and processes.
* Candidate preferably has 3 years of demonstrable work experience in guiding and coaching junior and intermediate information managers.
* Candidate preferably has 1 year of demonstrable work experience with the Defense organization.
* Candidate preferably has 1 year of demonstrable work experience with Project and portfolio management and with a combined environment of Prince2, waterfall method and Safe method.
* Candidate preferably has Archimate knowledge.
