Job Description
What are you going to do?
As an open-source intelligence (OSINT) specialist, you'll contribute to security in the Netherlands by identifying and securing threat information and risks to individuals, objects, or services within the national government domain and national events. You'll be able to apply your threat intelligence knowledge broadly and deliver concrete, actionable information that provides direction. You'll be the subject matter expert and source of information for colleagues and partners in the field of OSINT, and you'll also enhance the expertise of your colleagues by sharing your specialized knowledge and skills.
By combining information from police systems and open sources such as the internet, you identify, analyze, and interpret trends, networks, and phenomena related to the Surveillance and Protection domain. Our input is a valuable addition to the threat assessments and analyses prepared by the Intelligence Hub for the Surveillance, Security, and Protection Service (IKDBB) and shared with the National Coordinator for Counterterrorism and Security (NCTV ) for recommended measures. The collected information can also help personal security officers carry out their daily duties. You will align your work with intelligence and investigative interests. You will collaborate with specialists and intelligence experts, including threat assessors, and with colleagues from the Threat Management Team. You will therefore be the central point of contact, active in various networks.
Where are you going to work?
Effective January 1, 2024, the National Unit was split into two independent units, each with a specific task: the National Expertise and Operations Unit (LX) and the National Investigation and Interventions Unit (LO). This function is established within the National Expertise and Operations Unit (LX). LX works closely with all other units and ensures that the police force as a whole can act in a coordinated manner, both nationally and internationally. Furthermore, LX is building a strengthened national intelligence system. The main goal is to increase and strengthen the operational effectiveness of the police.
The IKDBB consists of the Threat Intelligence Team (TDI) and the Threat Management Team (TDM). The IKDBB's work focuses primarily on the national government domain, such as the Royal Family and diplomats. In addition, the IKDBB is responsible for carrying out activities arising from the Monitoring and Security system.
TDI, where you'll be working, is characterized by a unique team of open-source intelligence (OSINT) experts, intelligence officers, threat assessors, and analysts. It's an enthusiastic and driven team committed to security in the Netherlands.
Working at IKDBB means that you:
- Working in a secretive environment, you deal with current events that regularly make national news every day.
- Working across units, after all, you work at the LX and support and advise the regional units.
- Currently working mainly in day shifts, but due to the rapid developments within Guarding and Security, you will eventually be working in early and late shifts.
- Participates in on-call duties and takes turns in the front office of the IKDBB.
Who are you?
You're curious, have a broad perspective on intelligence, and actively seek connections. You can quickly acquire basic knowledge of the Monitoring and Security domain, as well as the specialized issues involved. You can work independently, in a structured, and project-based manner. Your analytical skills are incredibly strong. You can quickly extract relevant information from extensive digital information sources. You identify and capitalize on opportunities, are alert to patterns and developments, and know how to connect the dots. You are results- and quality-oriented, understand where information needs lie, and know how to respond accordingly. You demonstrate initiative and can quickly adapt to current developments.
You are focused on innovation and developments in the field of intelligence, and more specifically, OSINT. You are also able to build and maintain an information position from open sources on various themes relevant to Surveillance and Security, related to the threat phenomena of (Counter)Terrorism, Extremism and Radicalization (CTER), subversion, state threats, or isolated individuals. You can document and present your knowledge and findings clearly and structured. You actively seek collaboration with colleagues and partners.
Personally, you're a team player, and your drive and enthusiasm contribute to a positive work environment. You also encourage, motivate, and coach employees to improve their professional skills. You also provide clear feedback on performance and behavior. In doing so, you're open to feedback from others and show that you're also open to it. Naturally, you're motivated to contribute to the further development of OSINT within the IKDBB.
In addition you have:
- HBO (bachelor) work and thinking level*;
- experience in investigation or intelligence and more specifically experience in conducting OSINT research;
- interest in social developments and an affinity with the domain of monitoring, securing and protecting;
- Knowledge of or interest in at least one of the following themes is an advantage: a) Counter-Terrorism, Extremism and Radicalisation (CTER); b) Undermining; c) State Threat; or d) Fixated Loners.
What we offer
The location is The Hague. There is room for 1 FTE. This is a 36-hour per week position.
Depending on your background, you will follow a 14-week training program at the Police Academy for specific employability (36 hours per week), possibly followed by an additional training program required for the position. During this training program, you will receive the salary you agreed upon. Successful completion of the mandatory assessment is a prerequisite for starting the training program. During the internal, specialized police training program, you will be temporarily appointed as a trainee officer. After completing the training, we will offer you a temporary position with a one-year probationary period. A permanent position will follow as soon as possible after this probationary period.
Within the police force, we invest in your future. We offer extensive development opportunities and an attractive benefits package. This includes:
- a gross monthly salary of at least €3,200 and a maximum of €5,156 (scale 9 Bbp) based on a 36-hour working week;
- an Individual Choice Budget (IKB) consisting of two parts:
- A gross portion of 17.86% of your salary. This budget allows you to customize some of your employment benefits. Consider, for example, paying out your budget, purchasing vacation hours, or participating in development activities like training.
- A net portion of €377 per year. You can use this budget for sustainability goals, union dues, and vitality initiatives, for example.
