-PERMANENT POSITION-

We are seeking a person (m/f/d) in the field of
"Open Source Intelligence (OSINT)" as an
"INTEL Officer (m/f/d)"
in the Situation and Command Center (LFZ) of the Hanover Police Department,EG 11 TV-L.

This position is full-time, with regular weekly working hours of 38.5 hours in rotating shifts. The Situation and Command Center is located at Waterloostraße 9, 30169 Hanover, and is easily accessible by public transport.

Your responsibilities:

The key areas of responsibility include:

  • Acquisition, analysis, evaluation and dissemination of mission-relevant real-time information through the evaluation of open source intelligence (OSINT) in public databases (including the Internet and social media).
  • Use of analysis and evaluation tools or search operators for search engines in the context of OSINT acquisition.
  • Emergency requests to social media providers to obtain data stored there about account users (e.g. Facebook Records).
  • Comparison of information obtained from freely accessible sources with findings from official databases
  • Provision of the processed information to the respective police departments (operational area, investigative service, etc.) for threat prevention or criminal procedural measures/purposes
  • (Preventive) monitoring within social media and freely accessible sources on the Internet for mission-relevant information of particular importance and/or public impact as well as for event situations (e.g. football matches).
  • Administration, review and maintenance of the Hanover Police Department's social media accounts such as Facebook, X and Instagram at certain times
  • Interaction with users who contact the police's social media accounts when immediate police action is required (e.g. suicide announcement)
  • In individual cases, implementation of public searches and missing persons searches in social media (Facebook and X), accompanying press work
  • Advising other police departments on social media and OSINT research, including giving lectures
  • Continuous monitoring of OSINT developments and initiation of concept optimizations, as far as this appears necessary for police action, also in cooperation with other relevant police agencies

Your requirements:

You are eligible to apply if you have successfully completed a degree in communication, media studies, or a similar field with at least a bachelor's degree or equivalent.

You are also expected to have:

  • Knowledge of OSINT and social media (especially Facebook, TikTok, X and Instagram)
  • Knowledge in community management or the willingness to acquire this knowledge through internal training
  • Basic knowledge of data protection and information security
  • Knowledge of the standard computer programs MS Word, MS Excel and MS Power-Point
  • Proficiency in written and spoken English corresponding to language levels B1/B2 according to the Common European Framework of Reference for Languages

In addition, the following are desirable:

  • Knowledge of monitoring and analysis software such as Facelift
  • Confident use of search operators for search engines (e.g. Google operators)

For the advertised position, authorization to perform duties in a security-sensitive position (control center activity) within the framework of preventive personnel sabotage protection is required. Therefore, prior to any transfer to the position, the employee's consent to a basic security clearance (Ü1) and the consent of the spouse or partner to the disclosure of their data are required.

  • In addition to the standard salary, an allowance for work in rotating shifts of currently 105 euros per month as well as allowances for work at inconvenient times (e.g. night work, Sunday and public holiday work)

The regular weekly working hours are 38.5 hours. Work is generally carried out on rotating shifts (early, late, and night shifts). The position is suitable for part-time work with a minimum of 20 hours.

To ensure a good work-life balance, individual working time models and flexible arrangements are possible, although rotating shift work and flexible working hours, even outside of regular working hours, are essential. Willingness to do so is required.
