The Osnabrück Police Directorate's jurisdiction extends from the Teutoburg Forest to the East Frisian Islands. 3,000 employees – distributed across four police stations, a central criminal investigation department, and the directorate's staff – work diligently, reliably, and helpfully every day to ensure the safety of the citizens.

The  Osnabrück Police Directorate is currently seeking to fill several positions   at its Osnabrück location as soon as possible.


Intel Officer (m/f/d)

                       
The position at the  Osnabrück Cooperative Regional Control Center  is initially limited to one year. The assignment may also be equivalent to other administrative departments within the Osnabrück Police Directorate at the Osnabrück location. An extension of the employment contract beyond this period is intended.

The position is classified according to pay grade 11 of the collective agreement for the public service of the German states (TV-L). The weekly working hours in rotating shift work are 38.5 hours. This corresponds to a full-time position (100%).

The work in the Cooperative Regional Control Center involves rotating shifts (early, late and night shifts) using state-of-the-art control center technology in an interesting field of work.

Your tasks:

  • Acquisition, analysis and evaluation of mission-relevant real-time information through open-source intelligence (OSINT) in public data sets (including the internet and social media)
  • Conceptual and structural development of OSINT analysis capabilities within the framework of legally legitimate possibilities
  • Emergency inquiries to providers; comparison of information obtained from publicly accessible sources with findings from official databases and the individual operational situation and reason for the operation.
  • Independent forwarding of the researched and processed information after tactical and legal assessment (including data protection/information security) via suitable channels such as telephone, email, messenger services, command and control system or radio to the responsible internal police recipient group (e.g. employees of the operational area)
  • Documentation and logging of collected and relevant information in the police operational control system according to internal organizational standards (e.g. quality management) and legal requirements (e.g. data protection and information technology regulations)
  • Securing for criminal procedural purposes and forwarding to the responsible authorities
  • (Preventive) monitoring within social media and freely accessible sources on the internet for operationally relevant information of particular importance and/or public impact.
  • Monitoring of events taking place within the jurisdiction of the Osnabrück Police Directorate that have operational relevance
  • Communicative support for necessary interactions with users who contact the police's own accounts on social media and in which police action becomes necessary (tips, hate speech, etc.)
  • Administration, review and management of the Osnabrück Police Directorate's functional accounts such as Facebook, Twitter and Instagram
  • Implementation of public searches and missing person appeals on the homepage and social media of the Osnabrück Police Directorate (Facebook and Twitter)
  • Design, implementation and continuous development of the OSINT strategy, which is geared towards the operational and organizational challenges of police task fulfillment.
  • Continuous monitoring of OSINT developments and initiation of concept optimizations after conducting a joint exchange of experiences among all INTEL officers and other stakeholders.

What are the mandatory requirements?

  • Undergraduate degree in communication studies, media studies or similar fields of study, or a comparable degree

What skills and qualities do you ideally possess?

  • Expert knowledge of OSINT and social media (especially Facebook, X, TikTok and Instagram)
  • Knowledge of how to use monitoring and analysis software
  • Knowledge of data mining, image processing, and big data architecture
  • Safe handling of search operators for search engines (e.g., Google operators)
  • Knowledge in the field of community management
  • Basic knowledge in the field of data protection and information security
  • Knowledge of the application of standard computer programs MS Word, MS Excel and MS PowerPoint
  • Good command of the English language in spoken and written form, corresponding to language levels B1/B2 according to the Common European Framework of Reference.
  • Knowledge of creating and editing images and videos; teamwork and conflict resolution skills; resilience and stress resistance.
  • Creativity in developing new/current topics and creating content
  • Ability to independently design tasks, as well as the ability to approach tasks methodically and conceptually.
  • High degree of reliability, commitment, reliability and social competence
  • Ability to make the necessary decisions in a timely and appropriate manner and to represent them internally.

Furthermore, the consent of the person concerned to the simple security clearance (Ü1) and subsequent admission to work in a security-sensitive position within the framework of preventive, personnel sabotage protection, and the consent of the spouse or life partner to provide their data in the simple security declaration are expected.
