Job Description

As an OSINT (Open Source Intelligence) specialist, you collect, interpret, and analyze relevant information from public sources. You do this based on specific information needs or on your own initiative. By combining this information with police intelligence, you identify, analyze, and interpret online data, trends, networks, and phenomena. In doing so, you take reputational risks into account and safeguard the legal frameworks when performing online activities.
‍

You assist in making relevant content and internet data accessible, securing them, and processing them, and share this with partners within intelligence, investigation, and enforcement, among others. You interpret the secured information and record it in clear, high-quality reports or official records. Collaboration is essential in this role. When dealing with complex issues, you actively seek connection with specialized colleagues and network partners. Additionally, you advise direct police colleagues and help them develop their OSINT skills.
‍

You provide information that can be used immediately in police operations. In addition, you contribute to identifying online threats and risks within specific themes. You also track down individuals suspected of committing criminal offenses through public sources.
‍

As an OSINT specialist in Rotterdam, you work for a specific department within Investigation or Intelligence. At the same time, you are part of the DRIO's OSINT specialist team. Within this team, you participate in on-call duty and handle requests from departments without their own OSINT specialist. You also carry out project-based assignments and may be deployed in acute situations requiring OSINT expertise, such as during a Staff for Major Special Operations (SGBO).

‍

Where are you going to work?

We are looking for three OSINT specialists for the Rotterdam Unit. You will work with the Morality Team, Seaport Police District, or as a general deployable specialist from the Regional Intelligence Organization Service (DRIO).
‍

The Morality Team consists of approximately 90 FTEs and operates from Doelwater in Rotterdam and Vissersdijk-Beneden in Dordrecht. Your base location is open for discussion. The team falls under the Thematic Investigation Department and works closely with the Child Pornography and Child Sex Tourism Combat Team (TBKK) and other investigative units. You will work on investigations that matter and deal with serious cases. The team handles these in a respectful yet informal manner. There is room for your input, and initiatives are appreciated.
‍

The Seaport Police District consists of the Port Basic Team, the Border Police Team, and the District Criminal Investigation Department. The port attracts relatively little reported crime, but is an attractive environment for organized crime, corporate crime, and cybercrime. The approach focuses on five themes: environment, (drug) smuggling, (cargo) theft, cybercrime, and undermining. The District Criminal Investigation Department works on these issues on a project basis, divided across four permanent teams: the Environment Team, the Port Combined Team, the HARC Team (Hit And Run Cargo Team), and the RITZ Team. The HARC Team and Combined Team are composed of members from multiple disciplines.
‍

As a general-deployable OSINT specialist, you are the flying goalkeeper of the OSINT pool. You are the point of contact for departments within Intelligence and Investigation that do not have their own OSINT specialist. You also support your OSINT colleagues where necessary. Your base is Doelwater, but you may also work temporarily at other locations within the unit.
‍

Who are you?

You are curious, analytical, and think outside the box. You actively seek collaboration, communicate easily, and are a strong conversational partner at various levels. You recognize signals, make connections between sources, and translate information into a practical approach. You are digitally skilled, have an eye for internet security, and closely follow societal developments. You share information proactively, work independently and accurately, and adapt quickly. You remain resilient and flexible even under high work pressure. You are willing to work irregular hours when the work requires it.

Moreover, you have:

  • HBO (bachelor) working and thinking level*;
  • preferably experience with Open Source Intelligence research.
    ‍

What we offer

The workplace is Doelwater (Moral and general OSINT specialist) or Sint Jobsweg (Seaport). There is room for 3 FTEs. This is a position for 36 hours per week.

Depending on your background, you will follow a 14-week training course at the Police Academy for specific deployability (36 hours per week), possibly followed by an additional training program required for the position. During this training course(s), you will receive the salary agreed upon with you. Successfully completing the mandatory assessment is a prerequisite for starting the training. Passing the training is a requirement to perform this position. Here you will find all information regarding the selection procedure, the assessment, and the training.
‍

During the specialized internal police training, you will be temporarily appointed as a civil servant in training. After completing the training, we will offer you a temporary appointment, subject to a one-year probationary period. Following this probationary period, a permanent appointment will follow as soon as possible.
‍

Within the police force, we invest in your future. We offer extensive development opportunities and an attractive benefits package. These include:

  • a gross monthly salary of at least € 3,363 and a maximum of € 5,418 (scale 9 Bbp) based on a 36-hour working week;
  • an Individual Choice Budget (IKB) consisting of two parts:
    • A gross portion of 17.86% of your salary. With this budget, you can customize part of your employment conditions. For example, you could use it to cash out your budget, purchase vacation hours, or fund development activities such as training.
    • A net amount of €515.91 per year. You can use this budget, for example, for sustainability goals, union membership fees, wellness, or paying off your student loan from DUO.
  • excellent pension accrual with ABP and paid parental leave ( more info about leave, schemes, and options ).

The formal position within the police organizational structure is Operational Specialist A.
