The Regional Intelligence Organisation Service (DRIO) of the Limburg Unit plays a central role in the execution of important intelligence processes for the other departments within the police and works closely with partners within the security domain. The DRIO is divided into several work processes, including the Front Office work process, the Real Time Intelligence Center (RTIC), Thematic Information Coordination (TIC), and the EPICC/IRC.

As a Senior Intelligence Officer, you fulfill a broad role and can be deployed within various departments of the DRIO. You are continuously and actively seeking relevant information to strengthen safety, the ability to apprehend suspects in the act, and operational effectiveness in police operations .  In practice, this means that you are primarily assigned to a specific work process, but that you are also more broadly deployable as a Senior Intelligence Officer whenever the operation requires it.

For the TIC work process, we are currently looking for a senior intelligence OSINT (Open Source Intelligence) specialist who can be deployed within this unit. You will be working at the Counterterrorism, Extremism and Radicalisation Intellectual Cell (CTER).

Intelcel CTER

At the Intelcel CTER, information coordination is carried out on topics such as radicalization, jihadism, left- and right-wing extremism, anti-institutional extremism, and international separatism. Additionally, the Intelcel CTER serves as the central hub within the Limburg Unit responsible for intelligence coordination regarding investigations and interventions. The team explores developments, phenomena, and threats within its field of responsibility with the aim of preventing (terrorist) crimes. In cooperation with law enforcement, suspects can thus be apprehended and prosecuted. The cluster provides high-quality expertise and knowledge products and conducts often complex intelligence investigations, analyses, and threat assessments in the field of terrorism and extremism.

As a Senior Intelligence OSINT, you will work on collecting and interpreting information from open sources. This includes social media, but also public registers, news sites, and the dark web. A Senior Intelligence OSINT is not a "Google expert"; in this role, you are an analyst, a technical investigator, and a digital tracker all rolled into one. You know how to go from an alias to a real identity. You also know how to uncover hidden networks, such as those of jihadism. To do so, you make smart use of available (online) tools. By combining the information found with available information from police systems, you identify, analyze, and interpret trends, networks, and phenomena in the field of CTER. In doing so, you contribute to products and services that provide insight, overview, and foresight for the unit. Furthermore, with your knowledge and expertise, you strengthen the police's national network.

Within the Intelcel CTER, you will also perform certain operational duties where appropriate, such as supporting tactical investigations and participating in searches and inspections. The Intelcel CTER is available 24/7 and has its own on-call schedule outside office hours. As a Senior Intelligence Officer, you will also participate in the on-call roster of the Intelcel CTER or the OSINT on-call roster of the Limburg unit.

Where are you going to work?

Your primary place of employment is Stein, where the Intelcel CTER is located. The second place of employment is Venlo.

It is important that you are flexible and perform a combination of tasks for the Intelcel CTER and the DRIO in the broadest sense of the word.

Who are you?

You possess a strong sense of responsibility. The work within the Intelcel CTER is known as a 'zero-error file'. Therefore, you are stress-resistant, highly accurate, and ensure that every detail is perfect. During a large-scale incident, you are still able to coordinate the work and are not afraid to take decisive action. It is also important that you know how to prioritize correctly. You are quick and adept at working simultaneously with various digital systems and can work accurately under time pressure.

It is essential for this position that you possess specialist knowledge of Open Source Intelligence activities. You are technically well-versed and highly digitally skilled. Naturally, you are aware of current events in the world and the local area, and you can translate this to the Limburg situation. You have an eye for the crucial role of operations and understand what specific information emergency relief, investigative services, support, and the broader network require to improve safety in the field. You are also well-informed about the latest developments in the field of social and digital media. Additionally, you are capable of critical thinking and possess an appropriate level of media literacy.

You have a wide range of interests and are knowledgeable about societal issues. You ask questions and make connections. Additionally, you see patterns and are constantly seeking new insights. As a result, you are able to interpret the information found accurately and objectively, taking into account, for example, cultural traditions, historical events, and current societal and technological developments. Subsequently, you share your knowledge, insights, and findings in an understandable manner. You are comfortable with technology and understand that the internet is more than just Google. You are expected to take a proactive role in gathering online information on the various CTER themes and to collaborate easily in a team.

You have a flexible attitude; the work is sometimes hectic and you contribute to the work process of the Intelcel CTER 24/7.

Furthermore, you have:

  • MBO 4 work and thinking level*;
  • Specialist knowledge of social media and the digitalization of society.

What we offer

The workplace is Stein and Venlo. There is room for 1 FTE. This is a position for 36 hours per week.

Depending on your background, you will follow a 14-week training course at the Police Academy for specific deployability (36 hours per week), possibly followed by an additional training program required for the position. During this training course(s), you will receive the salary agreed upon with you. Successfully completing the mandatory assessment is a prerequisite for starting the training. During the specialized internal police training, you will be temporarily appointed as a civil servant in training. After completing the training, we will offer you a temporary appointment, subject to a one-year probationary period. Following this probationary period, a permanent appointment will follow as soon as possible.

Within the police force, we invest in your future. We offer extensive development opportunities and an attractive package of employment conditions. These include:

  • a gross monthly salary of at least € 3,144 and a maximum of € 4,878 (scale 8 Bbp) based on a 36-hour working week;
  • an Individual Choice Budget (IKB) consisting of two parts:
    • A gross portion of 17.86% of your salary. With this budget, you can customize part of your employment conditions. For example, you could use it to cash out your budget, purchase vacation hours, or fund development activities such as training.
    • A net amount of €515.91 per year. You can use this budget, for example, for sustainability goals, union membership fees, and vitality.
