About the job
This position supports the planning, execution, and assessment of OSINT acquisition programs. Responsibilities include requirements management, proposal evaluation, financial reporting, and the preparation of program and technical documentation. The role involves leading technical efforts in the design, development, testing, and fielding of advanced OSINT capabilities, as well as overseeing Integrated Product Teams and assessing system maturity. Additionally, the role requires collaboration with interagency partners, coordination of OSINT operations, and providing decision support for senior intelligence personnel.
Responsibilities
- Aggregation, allocation, decomposition, and tracking of requirements.
- Development and review of Statement of Objectives, Statement of Work, and Performance Work Statements.
- Evaluating proposals for compliance with RFP and programmatic considerations.
- Generating and reviewing financial reporting for program financial status.
- Generating and evaluating test and evaluation plans and documents.
- Preparing or revising materiel requirements documents, program management documents, test plans, and training plans.
- Designing, developing, testing, and fielding advanced capabilities associated with OSINT.
- Understanding of Trusted Data Architecture (TDA) communications networks.
- Leading Integrated Product Teams and Engineering working groups.
- Assessing Integrated Master Schedules to identify integration dependencies, gaps, and risks.
- Working with customers and contractors to determine the overall maturity of OSINT acquisitions.
- Providing decision support and technical consultation.
- Planning, developing, and implementing OSINT operations tactics.
- Serving as a technical lead for OSINT research and development programs.
Qualifications
- 12 years of relevant DoD/IC OSINT experience
- Bachelor's Degree in a relevant field of study from an accredited university
- Superior written and verbal communication skills
- Expertise in policy, authorities and integration of service or intelligence community (IC) OSINT capabilities
- Self-motivated, professional, team player
- Current CI Polygraph
- US Cyber Command, or commensurate military experience preferred
- 3-5 years of relevant experience with DoD/IC OSINT technical collection tradecraft or Trusted Data Architecture engineering
- Understanding of the Planning, Programming, Budgeting & Execution Process (PPBE) and Joint capabilities Integration and Development System (JCIDS)
- Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Program Management, System Engineering and/or Test and Evaluation Management or equivalent DAU course work
