The North Holland Intelligence Service is looking for a decisive and analytically strong Open Source Intelligence (OSINT) specialist to develop effective information gathering practices. What are you going to do?

As an OSINT specialist, you'll operate at a tactical level and work closely with our strategic analyst. You'll identify (online) societal trends and developments within the AIVD's focus areas. You're uniquely skilled at securely accessing relevant (meta)data from open sources, specifically social media. You'll secure and process this data without leaving traceable digital traces. You'll identify important information and share it within the team. Based on this data, you'll prepare reports and intelligence reports.

In consultation with colleagues, you'll devise creative online strategies and apply them to ongoing investigations. You'll translate the team's information needs into a concrete plan. All of this will be done within the framework of the Intelligence and Security Services Act (WIV). You'll ensure you're up-to-date on the latest developments in OSINT and are familiar with various methods, techniques, and tools for carrying out these tasks. You'll also liaise with various stakeholders and partners within the police and the AIVD (General Intelligence and Security Service).

This position is currently under development; you may be assigned to a broader range of tasks within ID Noord-Holland's research domain. Flexible working hours and possible on-call duties are also part of this role.

Where are you going to work?

You'll be working for the Intelligence Service. All units of the police, Royal Netherlands Marechaussee (BD KMar), and the Tax and Customs Administration (ID Finance) have an Intelligence Service. These are forward posts of the AIVD (General Intelligence and Security Service). The Intelligence Service and BD KMar work to ensure national security and the protection of the democratic rule of law. They gather, process, interpret information, and report directly to the AIVD. The collected information is used to look back and forward, anticipating potential threats.

The ID is part of the Regional Intelligence Organization and operates under the authority of the AIVD (General Intelligence and Security Service). The team works at the unit level to identify potential threats to national security and the democratic rule of law. On behalf of the AIVD, the team maintains contact with local government and the police. It independently reports relevant information to the AIVD and supports investigations. The team also conducts its own investigations. It is a unique work environment within the secretive domain, where you possess knowledge from both the AIVD and the police on matters that would never be shared outside a state-secret environment. The AIVD's areas of activity include:

  • terrorism and radicalization;
  • (cyber)espionage;
  • left/right extremism;
  • promoting security interests.

The North Holland Unit's operating area is highly diverse in terms of landscape, layout, and population. This presents specific safety challenges. During the summer months, the population grows dramatically due to the area's tourist appeal, including beach and water recreation. The nuclear reactor in Petten, steel manufacturer Tata Steel, and Schiphol Airport are high-risk locations for incidents and also require significant attention.

Who are you?

You're an analytical colleague with a pleasant personality, able to identify operational opportunities. Writing various reports and distinguishing between key and secondary issues is easy for you. You're comfortable working discreetly in a small, specialized team. Furthermore, you have strong communication skills and are able to collaborate with multiple colleagues and/or relevant partners.

You also have:

  • HBO (bachelor) work and thinking level*;
  • experience with analyzing and interpreting (online) information;
  • affinity with secret working and you are aware of the consequences thereof;
  • preferably a completed OSINT training(s).

What we offer

The location is Alkmaar. There is room for 1 FTE. This is a 36-hour per week position.

We offer you a challenging position in a team where safety, professional development, and continued professional development are key elements to effectively represent the AIVD and the police in the near future, in a field that receives a great deal of (media) attention daily. You'll have the freedom to make your own choices, while simultaneously bearing significant responsibility for the results of your work.

Depending on your background, you will follow a 14-week training program at the Police Academy for specific employability (36 hours per week), possibly followed by an additional training program required for the position. During this training program, you will receive the salary agreed upon with you. Successful completion of the mandatory assessment is a prerequisite for starting the training program. Because good people are important within the police force, we invest in your future. We offer extensive development opportunities and a temporary position with a one-year probationary period. If performance is satisfactory, we will convert the position to a permanent position after one year.

Furthermore, you can expect from us:

  • a gross monthly salary of at least €3,200 and a maximum of €5,156 (scale 9 Bbp) based on a 36-hour working week;
  • an Individual Choice Budget (IKB) consisting of two parts:
    • A gross portion of 17.86% of your salary. This budget allows you to customize some of your employment benefits. Consider, for example, paying out your budget, purchasing vacation hours, or participating in development activities like training.
    • A net portion of €377 per year. You can use this budget for sustainability goals, union dues, and vitality initiatives, for example.
  • an excellent pension plan with ABP and paid parental leave ( more information about leave, arrangements and options ).
